Elton F. Duncan, III is admitted to the Louisiana, Texas and South Carolina Bars, the U.S. Supreme Court, the U.S. District Court, Eastern, Western and Middle Districts of Louisiana and the U.S. Court of Appeals, Fifth Circuit. He received his education from Tulane University (B.A., 1980; J.D., 1984). He is a member of the Louisiana State, Federal and American Bar Associations, the South Carolina and Texas Bar, the Maritime Law Association, the Offshore Marine Services Association (OMSA), the Defense Research Institute, and the Louisiana Association of Defense Counsel.

Elton "Chip" Duncan has argued before the United States 5th Circuit Court of Appeals numerous times, including the following three (3) leading cases:

• Roberts v. Cardinal Services, Inc., 266 F.3d 368 – a leading case regarding Seaman status
• Ducrepont v. Baton Rouge Marine Enterprises, Inc., 877 F.2d 393 – one of the leading cases regarding vessel status
• Rowan Companies, Inc. Griffin , 876 F.2d 26 – leading case regarding declaratory judgment action in the Jones Act – maintenance and cure context.
